Legislators’ day sees voices raised against agriculture bill

PORVORIM: Goa Legislator's day was celebrated on Thursday with some former legislators objecting to the Goa Agricultural Tenancy (amendment) Bill, passed in the Goa legislative assembly in August 2014, while former Union law minister Ramakant Khalap presented a resolution demanding the Bill be repealed.

Khalap made the case that Goa can do without special status if the existing law, Agriculture Tenancy Act, is adequately amended. He also suggested that government should direct revenue authorities to undertake a survey of agricultural land in the state within a time frame & create an update of owners & cultivators.

This, he said will help keep ready a list of cultivators & owners at each sub-registry. The government should fix standards of cultivation. "Currently, agricultural lands are converted in connivance with tenants & owners. People from outside Goa buy land because they are sure of getting the zone changed subsequently, from green to red," he pointed out.

Earlier in the day, former Union cabinet minister Subramaniam Swamy inaugurated legislators day held in Goa legislative complex. Pratapsingh Rane, while addressing the gathering, said there are some bad practices like use of black money by those who are contesting elections. "This kind of bad practices have changed the attitude of people towards elections & undermined the very purpose of election, causing a threat to democracy,"
he said.

Speaker of Goa legislative assembly Rajendra Arlekar, in his welcome address, underscored the need of interaction between the past legislators as well as new legislators for broader understanding for development of Goa.

Sadanand Malik, presented an audited account report for the year 2013-14. Mohan Amshekar, secretary of GLF, presented a annual report on the activities of the forum. Vinaykumar Usgaonkar compered the function & Victor Gonsalves proposed the vote of thanks.
